The co-chairs of the Geneva International Discussions [the UN representative at the Geneva international discussions, Cihan Sultanoglu, the special representative of the OSCE Chairman-in-Office for the South Caucasus, Viorel Mosanu and the special representative of the European Union for the South Caucasus and the crisis in Georgia Toivo Klaar] held meetings in Tbilisi, Tskhinvali and Sokhumi on 20, 21 and 22 November, before the 59th round of discussions scheduled for Geneva on 5 and 6 December.

On 16 December, the funeral of 20 victims of the 1992-93 war took place at the Holy Trinity Cathedral in Tbilisi, whose bodies were, according to the Georgian State Ministry for Reconciliation and Civic Equality, transferred in the Georgian capital. The ICRC helped to the transfer of 13 bodies last July.

The restrictions imposed by the “president” of Abkazia, Aslan Bzhania, on non-governmental and international organizations were tightened on 22 November by the modification of the old decree, thus obliging the latter to report precisely to the de facto authorities of their exact budgets and expenses but also the list of local partner organizations, as well as they will have to see their projects approved by the “Ministry of Foreign Affairs”.
