The Russian Ministry of Finance is considering delegating responsibility for the budget deficit to eight regional heads, including three in southern Russia: Chechnya, Ingushetia and Dagestan. Ramzan Kadyrov, Sergei Melikov and Mahmud-Ali Kalimatov would thus be held personally responsible for the deficit. The North Caucasus region has seen an annual increase in the funds allocated to it, now accounting for between 10% and 11% of all transfers granted to Russia’s constituent entities, covering various sectors.
