The Forum on the New Silk Roads Initiative (BRI Forum), celebrating ten years of the launch of the project, was organized from October 17 to 18. Many heads of state and government attended it (1), and it gave rise to a meeting between the Serbian Defense Minister, Milos Vucevic, and Zhang Youxia, a senior Chinese defense official, member of the Central Military Commission. This exchange constitutes, beyond a curious Sino-Serbian exchange, another missed public appearance opportunity for Chinese Defense Minister Li Shangfu.
