The “Information Centre of Artsakh” denounced on 12 May “the obstruction of the action of the Red Cross” by Azerbaijan stipulating that “since the installation of an illegal checkpoint near the bridge from Hakari, on the Goris-Stepanakert road on 23 April, under various false pretexts […] since April 23 the transport of the sick [had] only been able to be carried out twice, on 2 April (13 patients transported) and 29 April (16 patients transported)” and that “since 29 April the process of transporting patients by the ICRC to Armenia [had] been completely interrupted“, Azerbaijan imposing additional conditions such as document checks identification of ICRC staff and patients. The 12 May bulletin reports the following summary in the enclave: 1,240 citizens deprived of the possibility of surgery, 394 people transferred to Armenia by the ICRC since 12 December, 10,900 people having lost their jobs, 860 companies having suspended their activity, a 32% drop in GDP, more than 56,143 tons of basic necessities not delivered since 12 December, 20,000 children deprived of “stable conditions for an appropriate education“, 3,900 people including 550 children in the inability to travel to their homes, a total or partial blockage of the gas supply for 86 days, an interrupted electricity supply for 123 days.
