South-Caucasus Geopolitical Watch – from 31 December 2022 to 6 January 2023

31/12-06/01/2023: Continuation of the blocking of the Latchin corridor and suspension of the mining activities of the company “Base Metals”.

The protest action launched by a group of pro-government Azerbaijani environmental activists on December 12 is currently continuing in the Lachin corridor, blocking it and only allowing, according to several local media (Report.az, Trend.az, APA.az) the passage of vehicles of the Russian peacekeeping forces and the ICRC.

This last point was confirmed by the Armenian Ministry of Foreign Affairs which despite everything denounced at the same time, on December 3, in a declaration, a coercion of the population of Nagorno-Karabakh to “deportation” and a “policy of ethnic cleansing” stating that “120,000 people [had] become de facto prisoners. The latter welcomed the “calls clearly expressed publicly by the vast majority of the members of the Security Council to put an end to the blockade of the corridor by Azerbaijan and to grant access to Nagorno-Karabakh to international organizations” following the meeting of the December 20 and called for the dispatch of “an international fact-finding mission to Nagorno-Karabakh and the Lachin Corridor to assess the humanitarian situation on the ground, as well as to ensure unimpeded humanitarian access to Nagorno-Karabakh to the competent organs of the United Nations” while asking that Russia “make clear efforts to eliminate this flagrant violation without any preconditions“. In response on December 4, the Azerbaijani Foreign Ministry issued a statement recalling: “It is well known that for more than a year, since November 2021, the Azerbaijani government has been calling for the prevention of illegal economic activities in the territories of Azerbaijan, where the Russian peacekeeping contingent is temporarily deployed, and he decided to resolve the issue through negotiations, with the last try from December 3 to 10. Despite all these efforts, the Armenian side ignored the appeals, obstructed the access of the relevant institutions to this territory and tried to carry on illegal activities. All these actions led to the legitimate protest of the Azerbaijani society…” while considering the Armenian request for the deployment of a mission
