In September 2024, Argentina and Paraguay signed an agreement to resolve a major diplomatic crisis related to the free navigation of the Paraguay-Paraná waterway. This dispute, which also involved Brazil, Uruguay, and Bolivia, revolved around tolls imposed by Argentina on this strategic river route. Although provisional, the agreement represents a significant step forward for regional trade and geopolitical stability in South America.
The crisis erupted in August 2024 when Argentina announced a substantial increase in tolls for vessels using the Paraguay-Paraná waterway, raising the rate to USD 4.98 per net registered ton (NRT), with plans to progressively increase it to USD 6.04 by 2027. This decision, justified by Buenos Aires as a means to fund the maintenance of river infrastructure, sparked strong protests from Paraguay, whose economy relies on this access route to export goods like soybeans and grains. Paraguay, supported by other Mercosur countries, condemned the initiative as an obstacle to regional trade and a violation of international agreements on free navigation.
