The water crisis in Ukraine did not begin in October 2024, but it significantly worsened during this period. Since 2022, Russian strikes have consistently targeted civilian infrastructure, including water systems. However, the destruction of two major water facilities in the Donetsk region in October 2024 further exacerbated an already critical situation, leaving 260,000 people without access to drinking water. This pre-existing issue has become even more alarming with the onset of winter, intensifying both health and humanitarian concerns.
This destruction is part of a deliberate Russian strategy targeting vital civilian infrastructure. The lack of access to clean water presents severe health risks, particularly the spread of diseases related to untreated water and poor hygiene in the most affected areas. “These repeated strikes aim to break the morale of the population and provoke mass displacement of civilians,” a Ukrainian official stated. According to the UN, thousands of people have been affected by these attacks, leading to a large-scale humanitarian crisis.
