Fake news, the growing scourge of our democracies, is not sparing the European Union. Regularly orchestrated by Russian cyber-attacks, the 27 member states have decided to react on the initiative of Josep Borell, head of the Union’s foreign policy.  On October 8, the Council of the European Union presented a new framework of sanctions against Russia, focusing on fake news, destabilization of elections and cyberwarfare.

According to the Council’s press release, Russia is waging a “hybrid” campaign, combining conventional tools used on Ukrainian soil and digital tools deployed within the European Union, with the aim of dividing our societies and “destabilizing and weakening the EU and its member states, as well as our capacity to resist”.

It would therefore appear that Russia is active on a number of fronts, most notably through coordinated disinformation, carried out by over a thousand people close to the Russian government.
